Its the same as the Open Beta client with a small patch or large patch depending on your in-game language settings.

What about this supposed 3 gig optional patch for language packs? Any idea when that's going to be available and how to download it? Will it be through the patcher or a standalone download?

it will download depending on the client you have. so if you have any client other than english it should download when you log into the game.
