I was goofing around with Paint Shop Pro the other day and sussed out how to do this effect. Ive seen it used before but its really easy to do and looks pretty cool I think.

Dunno about painshop, unless there's some selection tool like in 'shop. You know, layerpainting or some such.

One of the easiest things to do in PS can be really effective tho

Another nice thing to learn is how to airbrush which is also rather easy

The scary thing about my 'shop is that it makes the original guy look like the shopped in guy :D

.Wilier. i've noticed a nice trick with speedblur.

First, use a bit less even if the "one billion dollar man" blur is cool as heck at times :D

But the trick is, copY/paste your "portrait", as in the thing you want to be the moving bit, and then paste it back on after the blur.

I'll show what i mean soon...

Well i did a bit more here, but illustrates the point:

- One speedblur for the background.
- Leave the "focus point" original sharp.
- Add(not necessary) another speedblur to the object, but move the blur to the "back" of the blur. As in, opposite to the direction.
- Leave blur off from the sharp original.
- Unify with any form of filter really, blur, light etc.

Result is a bit iffy 'cause there's a lack of good direction in original pic:
