Please Help Me Please Please

I have just finished building my PC, and decided to install WIN 98. After installation I decided to go onto the machine, It booted up fine but It then stalled saying that it could not load registry file KERNEL386.exe. And then asks for an any key input,nothing then happens and after the third time you hit the"Any Key" The PC makes a high pitched squeal and wont shutdown. Please help me I have spent 3 Hours trying to reinstall itand use different things and it just won't work
