PhP and html problems

At my site i had to change the .html file to .php and it worked fine but the bg is messed up

for somereason its not going to black
its should look like this http://l33t.barrysworld.net/clanbkc/index1.html
i tryed <body bgcolor="black" text="#800000" link="#800000" vlink="#800000" alink="#800000" leftmargin="0" topmargin="0">

just don't wanna work for me

Shame on you, you're lying, the bg is black! And it is working! Except for the really annoying white contrasting Copyright element, that just irritates the eyes.

Has Barrysworld altered its PHP stuff recently? My site currently uses a News system that I had up and running. I frequently make backups of this script as i alter it often. About 3 days ago Barrysworld was down for us in Australia for a while (might have been Aus's cable service or BW) Anyways, The news script now doesnt allow me to login. I installed the backups from about 2 weeks ago and they dont work either now, none of the 'once working' backups works. Whats happening?
