Phone Calls Through PC

Guys,

I know nothing about this subject, so cut me a little slack

Is there any software available which lets you place/receive calls on your PC whilst ALREADY connected to the Internet (via 56k)

Ideally turning your PC into a large non-mobile phone ?

Ive heard something similar can be done using Outlook, but this merely places a phone call using your phone. Can you dial numbers whilst connected already?
