Performance Issues

I am new to the the online multiplayer stuff so please forgive any ignorance that this post/question may have in it. Having read about "tweaking" my machine for performance reguarding Ping times and latency, I am a bit confused. My understanding was/is that the latest versions of Cs don't "allow" this or it doesn't work. I am on a 56K Modem line,have recently added a 64Meg vidoe card ( which made a big difference in itself) but I usually see my Ping as something like 220-250. When I chekc out the other players PIng's as they are listed when you hit the "tab" key many of the players have pings under 100. Can I actually do something to narrow the gap on this.
I don't mind getting beat by a more skilled/crafty player, that's part of the learning process. But I would like to be on a fairly level playing field to start with.
One Last note, I don't get the "console" to appear at any time while I have the game running. Is this an indicator of something?

There are many different factors affecting ping....Location, Modem, ISP, time of day etc etc.

Go here http://www.lagless.com/ to find a guide on tweaking your modem and by the way no modemer can get under 100....only ISDN/ADSL/Cable can manage sub 100 pings.

also check a file called 'config' in your cs directory, there should b a console setting in there, if it is 0 then change it to 1 that should give u a console i think, accessed by hitting the tilda key ( the ` on the left of 1)

wont make a difference to your ping but if u have a nice new graphics car open the config file ang change the

fps_max from 70 to 100

i used to find lowering my resolution gave me better pings...but i chose to use 1024x768 over pings.

Thanks eveyone!!

Just want to thank everyone for the help and ideas/links provided. I am in the process of trying out each of these and hopefully will narrow the Ping and latency gap so that I am better able to compete.
