Incarnates will allow level capped characters to further develop their heroes or villains through a series of Incarnate levels. Going Rogue will feature a single teaser level for players to unlock, with the cap to be raised to a full 10 levels with the launch of Issue 19.

watching this loosely but still havent decided if i wanna buy it.

some ok stuff in there from what i've read but nothing that really gets me going.
