This was an issue with Tiscali, the router mentioned above is operated by them (not Opentransit) and we have had several reports of Tiscali customers routing through London being unable to reach our network. It appears to have been resolved now however.
Gear, 100% packet loss does not indicate a problem, it usually just indicates a router that has been configured not to respond to ping requests (as many busy routers often are). If the packet loss is any number other than 0 or 100 then that does indicate a problem (either it will reject all ping packets or none of them).
