i think u can get better things, try malamis tank belt ect to get some dex cap
cant blame on u matter resists tho abit overcap i guess

and i dont think u con / str is correct if u ahve 16 con cap and 13 str cap, tht would be 91 con and 88 str, correct me if im wrong

and u can do mutch better SC on arms and feets imo, 58% overcap isent that good if u want to get a good temp, and on shield, try the ml7 magma shield, very nice imo as a shield tank + the nice heal proc if u get archer assist u get to 100% hp easy

and try skip the krojer con ring imo, its sucks hard, try volurgon wrap if u want con cap, 10 con cap on it...

all i can say atm maybe more, maybe im wrong on some things but hey, this is just what i see u can do better

More classes that that can activate it I believe. I'm sure i've heard of clerics using it. Could be wrong tho as i've never personally tried.

The level 10 aura chant won't work for paladins tho, nerf!
