The E&E team can contact GOA if its a real emergency, they have helped with server crashes/large ML raid bugs etc. - the list on the website hasn't been updated with the new volunteers yet however. Possibly one of the reasons why that thread says Pryd E&Es are hard to contact.

What's the use of them if no one knows who they are?

More to the point, their job really is not to be substitute GMs or even the players' link to the GMs. They just are forced into that role because we have no other way to make reports, other than emailing RightNow.
