As long as you've got a composite weapon spec of 50 or more then you weapon skill wont affect your PA anymore as base damage will be capped (the basic principal of Wyrd's theory). Increasing your ws further would help to ensure your PA lands more often by increasing your chance to penetrate the targets defenses (reduces chance of miss or hit being parried or blocked) but that's not the problem here.
As you're specced 50 CS then the additional style damage is also capped so the only way to increase your PA damage would be:
1. Increase your str (as blades damage is 100% str based)
2. Get a slower weap (frontload etc)
3. Get a higher qua weap
However, tbh, the easiest thing is to accept PA damage has been nerfed to the point it's fucking laughable (I hit someone for 2000+ once, lucky to hit for 200 now) and move on

Your PA cap is calculated something like this(might have been updated a bit)
Perforate Artery Cap = 75 + Critical Strike Spec * 9 + Nonstyle Cap
Backstab II Cap = 45 + Critical Strike Spec * 6 + Nonstyle Cap
Backstab I Cap = ~5 + Critical Strike Spec * 14 / 3 + Nonstyle Cap
As for reaching that cap...more +skill to CS, higher stats are best ways to increase the chance of reachin cap dmg(from what I understand)

I find PA doing decent damage with usually 400 - 500 on chain and 600+ on casters, but most importantly is the follow up 7 sec stun and penetrate BT. Using blades, however, is never good damage on anything except mid light classes or casters.

PA well...for increasing PA cap you want to:
1. increase CS spec
2. get slower weapon
3. have more ToA +melee dmg
to reach more reliable high numbers with PA (not cap) you want to:
1. all of the above
2. more ToA +style dmg
3. have a higher dmg stat (i.e. str for blades)
4. use the right weapon..i.e. using a heater on an assasin will see higher PAs due to low sists.
5. attack weaker opponants..cloth wearers..particulary unbuffed ones.
6. go get some melee relics..they always do the trick of getting you near or on cap.
7. respec pierce ;P
think that covers it, sorry if i forgot anything obvious.

sidenote: would love to see a screeny of a 2000+ PA tbh.
