On a PST you have the main folder, then all the subfolders.

Is there a way to customise 1 PST and have the view's changed on all the subfolders?

There does not appear to be "Apply to all subfolders" option anywhere.

Please note, this is in outlook, not explore

If you mean like setting the reading pane then u have to do it for each folder, I dont think its set in the pst file either, but one of the files in application data. Although i wouldnt bet my life on it.

You can define customs views on fields by Selecting View | Arrange By | Current View | Define Views.

I think you're right about it being set application side.

Certainly with mailboxes, the view is set on the application/user preferences, rather than in the mailbox (So people can have different views on the same mailbox).
