OTDs from mobs that con grey

When i was level 40 i was walking to Baows when i was Ghostwalker chasing some pour guy accros plain so i help out, killed Ghostwalker and pop i had his OTD in my invetory. Is this the case of all OTD's?

As far as I know, yes.

One Time Drops have a minimum level but no maximum level, so yes, at level 50 you could go around and get them all like pokemon.
