Being that I live in Qatar. there be no shops that sell Rugby and football shirts.

I remember Qatar from the first ever FIFA game on the megadrive, they had the worst footy team and when i got good at the game i used to play with them against the EA Allstars

Nevertheless, the problem is not a company willing to deliver to Qatar, but one that is will to accept payment from them, many countries are banned from credit card lists because of fraud, you'd better check this first.
