Gary Coleman is the kid in the photo with David Hasslehoff.

He was famous for playing "Arnold Jackson" in "Different Strokes" and used the catchphrase "What you talkin' 'bout Willis?".

He was a child star actor but he lost his fortune when he attacked one of his fans.

And if you wanted to know, he's still that height at the age of 40ish ;)
