D3D definetely.
I once tried online Open gl, it really sucks.
Well D3d isn't very impressive but much better anyway.
There are a few things that can help you to improve your PC performance under D3D, such as (copy paste from a webby of tweaks):

Go to console and type preferences.
Locate the display item and open it up.
Set ScreenFlash to false.
Set Decals to False.
Det NoDynamicLights to true

Find Rendering, D3D and set these options:
VolumetricLighting= False
HighDetailActors=False
DettailTextures=False
-----------------------------
It helped me to improve my FPS

Well I guess it was built around glide. What bugs is that I some times drop as low as 35fps even though I have a P3-700E which I'll soon push to 933 :D

engine was built around glide, because up until fairly recently, glide was a good standard as most people had 3dfx cards.

d3d is the future of UT, as someone from the epic team went on record (somewhere) as saying the engine fixes for renderers will mostly be for d3d.

ogl was experimental, and it shows.
