cooool aye, does it go off everytime? oh, nope, so there's only a little chance since you normally slam only once

1.5 sec cap swing time combined with the 3.0 sec whips and the haste pots (or a handy theurg) AND a buffbot means that while nice, that shield will not actually affect levi time very much...

I won't be getting 250Qui, nor MofArms, nor likely to be using haste pots come ToA, and probably won't be using a 3.0spd whip either... Instead I'll be more likely to get latent haste bonuses on items

But since thats a unique shield, imagine what other nice thingies can drop..
And the slow as hell crush flexers might rock with a 30% extra haste.
Cap out with that will give me a wet spot in my underpants..
