YOu basically subscribe to a newgroup provider like giganews and then you look for .nzb's to download multi posts from or single posts jpgs or small documents.
I guess they are safer cause your not sharing so you cant be accused of sharing anything just downloading which means you infringe once if its copywrited rather than many times if you shared content with loads of people.
I used them in the past they are harder to use without the nzb services like newzbin etc but they are bloody fast a lot faster than torrent usually
But you pay for that speed with a monthly sub of around 15 $ or so
They're safer if you have an encrypted connection to your usenet provider and they have a policy of not keeping logs.
Whilst they should theoretically be faster they're like any download, good providers will saturate your connection, bad providers won't.
Your increased margin of safety as @Moriath says is that you're not putting anything back out there. However as I understand it you are no worse off if you use a torrent client with forced encryption on a private tracker with a good blocklist.
Your counterpoint lower margin of safety is that you have to hand over payment to a company. If you're being naughty and they dish the dirt, that's little different than if your ISP gets told to give you a good spanking.
