To give you a truely honest answer we need to go back to the time when a lot of you were as yet unborn, infact your parents were unborn too and your grandparents were either babies or doing the charlston with gusto!
Gusto was a Hungarian mole skinner with a preference towards sugared almonds, gin and long legged women with slightly crossed eyes. He sailed to the Uk from Hungaria under duress; he had been caught eating sugared almonds from the belly button of the crosseyed wife of the mayor and had to leave before he had all protruding appendages amputated ( there was one appendage that was beyond protruding at this point he was so scaired that it was currantly located in the back of his throat).
Anyway he has absoloutely nothing to do with this tale so we'll just leave him be shall we? Yes indeed twas a time of greatness, the dresses were glittery, the eye makeup was heavy and the women were sick of the men using up all their kohl eye pencils, this was a few decades after the invention of the "Eliptobob" and the whole country was in a thrall, industry was booming, and in general everyone was busy and happy....
Until ofcourse that fateful day which we shant mention but i'm sure you all know about eh? eh? yeeess indeed that day, so with a panic in their hearts and a gleam in their eye mayors called upon towns folk to hold meetings in all the local tea dance ball rooms (apart from the mayor of melton-dewburry who was languishing in the town jail for kneecapping some chap in a mole hide kaftan for doing the wild jelly bean with the bog eyed mrs mayor) and action was immeadiately not taken in a very positive and assertive way.
When a route of action was decided not to be taken everyone aggreed that this was the best course not to follow and a town charter was drawn up declairing that:

when in crisis everybody shalt thus fourth get together and discuss it at great length hencefourth doing absoloutely nothing about it and lo the problem shalt disappear before thy very eyes!!!! and from this day onwards whenst there is an empty space that trouble might yet seem to be able to rear his devilish, cunning and fugly head in it must be filled by using as many unnecessary words as is humanly possible, joy to the world, all hail shattner, hip hip hooray!
the charter was then copied out by Edith Buchannon-higginbottom nine hundred and thirty six times and dispatched immeadiately via horseless carrage, several days later someone thought to attach horses to the stationary carrages and the charters were then sped off to their destinations!
and this dearly beloveds is why you must never mix wine with beer.....
