The American approach to some things is odd. Who would think that dumping patients in the next state is a good idea?!

The American approach to some things is odd. Who would think that dumping patients in the next state is a good idea?!

What makes you think its a uniquely American approach? Back in the 90s a certain London Borough used to give dossers a train or bus ticket out of town. Loads ended up in Oxford, Reading and other dormitory towns.
