Well not a native english person type, but i think it's a case of context.
Sort of. Kinda.
Flock of birds is, not are. Birds on the other hand are.
Bag of peanuts is, while peanuts are.(f*cking english...), but if blinkenlights is a site, organisation, etc then it is, but if it's a series of things, then they are. Then again, if it's a common nominator for things that are, then it is. Unless you speak of them in plural.
