Download the whole client from the Goa site. If you patch a US client you'll have the new border keeps still and won't be able to go through the gates at Svasud/Sauvage/Ligen.

You are able to enter sauvage and svasud. ligen however is impossible

GOA patch to 1.87 soon that includes the new border keeps so you should be fine after patching otherwise - downloading again is the way to go
