no... the patch notes or 'herald' has nothing to do with eu servers... any info you get from there only applys to US servers, witch we copy 2months later(when it comes to patch's)

Once the cluster gets low enough (in GOA's eyes) I'm sure they will make available for a fee the chance to copy your char to another server makes commercial sense to keep those willing to pay still paying.

When this happens is anyone's guess.
