I've setup a Mumble server for WAR players, it's a German hosted server which probably gives a decent ping to a wide variety of EU players. Unlike Vent/TS it's free and the server doesn't have the evil limitations of having to pay for it. It's available for people to use as long as it isn't abused and isn't overwhelmed with players.
You'll need to download and install Mumble - download the latest version (1.1.6). Alternatively you can use later versions of VentriloMIX which includes multiple versions of Ventrilo as well as TeamSpeak and most importantly - Mumble.
Server URL - mumble://mumble.darkzone.net:30001/
It's mumble.darkzone.net, port 30001, but you can quickly access it by opening that URL in Firefox/IE.
If you want a guild channel then ask me on IRC.
