I know how to alter the user.ini file to have ur own personalised messages for example teamsay Flag Leaving >>LOW<<, but in game I sometimes see people say phrases, which r not in the user.ini, multiple times. I know it is spamming, but there are some moments when it is useful. If someone could tell me how, that would be great!

Trust me. An admin will NOT be impressed with masses of spam. How's he gonna reply anyway if the console is flooded ?

Simple.
Firstly, warn them once.
Secondly send a warning that will appear in the middle of the screen for all users.
Thirdly, do that again and tell them that they will be kicked and banned if they do not stop.
Fourthly, kick and ban them.
