Does seem strange they havent been back to the moon properly. Surely now that technology is more advanced you would think they would want to go back, now we have stuff like DNA to test for.

They won't be back for a while. Firstly, the cost. Secondly, Iraq. Thirdly, Mars is the next target. Fourthly, the Moon is made of cheese and they've run out of Lee & Perrins.

They go back to the moon first just to test new techniques before they attempt the next goal what is Mars, compared to the techniques they had in the late 60's early 70's the moon must be a peace of cake now but still there is lot to learn from manned missions, those techniques will be helpfull for a manned mission to Mars at a later time. The moon is only a 3 day trip, Mars is a 3 month trip.

In a World that is vastly technologically superior to the 1960's, why would it take over twice as long to do the same thing today?

It's not just about technology, it's mostly about money. You can solve technical problems by throwing money at them but it's harder to solve money problems with technology. It costs a bajillion dollars (give or take) to send someone to the moon which was worth it the first time as the Russians had won all the steps in the space race up to that point. Once all the Apollo modules were used up, there was no budget for further trips as NASA was tied up financially with the Shuttle program. Now it appears there is a budget available for it again.
