Modem Foozled?

My m8 has invested in a new computer, he cannot seem to use his modem, but wait.... i am good at troubleshooting pc's and nothing seems to be wrong.

The modem produces a beeping sound but the error, no dial tone is displayed.

Nice and dense, yet all im asking is, what else could be wrong? (apart from the obvious).

I was thinking, perhaps his line has barred certain numbers?

hmm, first thing I'd do is plug a phone into the same line and listen to modem, listen to what it does

Make sure it's set to tone and not pulse dialing
