Do you need ML2 , 3 or 4 to get credit for these presteps?

No; you can get credit for an entire ML (or substeps) even if you are not that high ML.

So a ML0 can get credit for a full ML8-raid (or substeps). Ofcourse you need to meet the entrance-requirements in order to actually *DO* the steps (ML5 = ML1+ to enter; ML7 = ML3+ to enter)
