yes no pre ml is needed, you just need to be lvl 40 and have activeded the ml from arbiter

Wrong, ML1 is preq for entering ML5 dungeon, ML3 is preq for entering ML7 dungeon, ML8 for entering 9 and ML9 for entering ML10
