As long as you spoke to arbiter first, you'll get credit for the pre-reqs yes.

We actually found that you didn't have to visit the arbiter for THESE pre-reqs, as they are quests rather than steps. You need to for credit for any of the ML3 steps, so it's worth doing anyway, though.

You'll need water potions.
