I Heard +magic over 50 helps your spells hit on higher level Mobs

Can anyone confirm this? this would give +mind magic a use

Think there was also some notion that to get full use out of a focus staff, you needed spec+bonus to be at least the level of the baseline spell you wanted to use. (So for example, top amnesia would get cheaper if you had modified Mind spec of at least 49 and a level 50 mind focus on the staff)
