now look at the dd shout line, there is only ONE shout. Does this mean skald's second dd shout gets removed in 1.53 ?

If you look at the shout descriptions, you will see that the 2 DD lines (War ... / Battle ...) are integrated in this single one.

So no worries, they are still there, but only set on one single progression list.
