I'm very confused as to the nature of this post.

GOAs answers were correct and just; if you attack a mob that someone else is engaging (to harass), it is indeed against the COC and you can be reported for it.

In the frontiers, attacking an enemy player, this is not the case.

Maybe it's you who needs to "wtf dude get a clue" as you have clearly shown you're lack of intellect.

Yes you can report it.
No mention of whether it carries sanctions (but you didn't ask that)

Second question clarifies it since you're asking what sanctions can be taken and obviously talking about RvR. They even go one step further just to remove any confusion and point out that in PvE it's a bad thing (tm).
