I have a question about this RA..

Does it really make my buffs stronger? like.. One of my buffs gives 30 to strength and i get Mastery of the Arcane will the same buff give 35+ to strength?

In the specific example you gave, +30 str will convert to +30str (ie. no effect).

The lowest buff which MoA 1 will affect would be a +34 buff. Which would increase by +1 for each level of MoA.

The increase is 3% per level, rounded down.
