what does Mastery of Focus do?

Reduces the chance of outright resists by increasing the lvl of your spell which is counted for outright resist ratio. Good if your using slightly lower based spells like mezz on mend/pac healer and likewise. Or if your nukes is a bit low in lvl and whatever.
