Master of Oblivion probs?

was wondering why this fella wont speak to me?
tried hassling him in jord and the one in thid but all it says is he is friendly and no dialogue pops up at all
used him once on my shadowblade last week but he wont speak to my runey at all

any ideas?

I think he meant the Master of Oblivion npc's that are ingame since the last patch

they just dont talk to me
