Mana regen slower with a chant on?

Someone said to me that my Runemasters mana regens slower when I got the running speed chant on.

Is that correct?

I don't think so, i think its pulsing fend that slows regain down. but i've never heard of anyone accusing the run buff of doing the same thing

Can`t understand why it would slow the mana regen down. Does cost anything to have it running, and I don`t think I`ve noticed any difference in mana regen.
