Maddening Scalars stats?

Any Healer/Shaman that have Maddening Scalars activated and on high lvl? I need to know the stats so if any one know the stats plz let me know

Level 10: Magical Ability - Offensive proc. Also has a shapechange effect which turns the user into a wolf.

Are you 100% sure that healer and shaman get +to casting speed?

Accourding to VoS Healers get the Tank version with combat speed and melee dmg.
