Low level Artifacts

Im sure i read somewhere in some patch notes, that they have introduced some artifacts for lvl 30ish players?

Can anyone shed some light on this, and maybe a link to where i could see what the arties are?

both are ~lvl35 and you can find the Islands just south of Oceanus Haven.
Just look where all those lvl50ies are staring at grey con harpies

50m per level or something and I was getting around 110+ Mill, so...
