Lost stone of Arawn quest....

Tried talking to ANY of the npc's related to this quest and it seems i either need a prerequisite quest finished or its just bugged as none of the npc's will start a dialogue. Can anyone else confirm this?

You could begin with reading the patch notes

But whats the point of putting them in then if the quest isn't there? they won't give any hints theres going to be a quest so...
