This is not a drop, its a reward from "secret orders quest" L41 quest.

Pretty easy quest,just try to get speed with ye if possible,pretty long steps (as in distances etc.) - Last encounter is that wizard at odins

Becuase it takes too many people to do it, and i don't have any char that gets the bracer as far as i know, asked around yesterday and everyone said that clerics got a jewel and not a bracer.
