Surly 4 fans is just a taaaad overkill!!

Depends. I don't know this for sure, but it's possible that 4 fans positioned in a certain way would be able to run at a much lower speed, creating less noise, than, say, 2 fans or one fan that would need to go faster to achieve the same cooling effect.
Yes, there will be a cumulative affect from them all, but I'm suggesting that having them positioned (with there being 4) would allow them to run slower still.

That would be my understanding of the idea anyway.

Well if i shut down the second fan on my enermax it doesnt make any diffrence. the noise of my cpu and HDD fans is much louder. Only time i can hear my second fan is if i put it on full power and even then you have to listen for it

I have an enermax with the fan-speed adjust thingy. it doesn't matter really, as I can barely hear it regardless the speed it runs at :)

hehe, well i had to buy a bigger psu since my old 400W wassnt cutting it anymore.
And anyway it only uses what it needs, its not constantly sucking up 528W :)

Hope the plan IS that its quieter. Think by far the loudest part of my system is my psu fan. It also seems to be the hottest!! Saves me a mint on heating though!

you never where stupid enough to hook a delta fan upto a 'the Core' cooler i guess :) (yes i was and lost half my hearing since then i think)

Usinng those wire finger guards instead of the normal blow holes of a psu reduces the noise alot aswell
