local government and regional assembly

im trying to determine the differences between these at the mo, and im not sure im grasping it entirely.

local government - provides services (education, maintenance, leisure facilities etc), grants licenses, sets taxes and levys etc

regional assembly - sets taxes, sorts out economic policies (same as L.G. surely?)

anyone care to input? :fluffle:

Its probably because nobody particularly cares about another organisation that saps money from where it's really needed.

Councils and national governments are fine, regional assemblies are just organisations designed to steer blame away from parliament.
