had a look around, cant find a stat that increases cast speed, that mean that all spells are fixed cast (ie blahblah - 2.5 sec, wil always no matter what take 2.5 sec to cast?) or instant?

Not sure, but you can train talents that reduce casting speed for the spell type's of that Talent tree.

E.g Fire,Frost and Arcane.

There is none, this isn't Daoc

You'll have to spend talent points in order to lower the cast time of some spells.
