Light Eld Classic US template - Give comments / help

I came up with this template for a friend of mine. Now this template is not hard to get at all but the only issue is that it requires lots of BP items. At rr4 u can get 3 BP items. Been trying the last days to get 10% spell dmg using the BP neckie but simply the template is not looking better than this one apart from spell dmg. So i decided to lower it by 1% and fix it.
IF anyone has / knows alternative items that can give the same or similar result please let me know. ( Im trying to see if darkspire Con neckie can give similar results w/o using the BP neckie. Will see.
