Does anyone know how this stacks with itself. If say I have 100 str and lifter 1, I can carry 120lbs, if I then get lifter 2 will my new encumbrance be 140 or 144?

It'll be 140. It's a straight +20% per level.
For example, Darzil, with strength 170 (Natural + Items), and Lifter III, can lift 272lbs (170 + 60%).

So in fact if I had lifter1, I could claim to be uber and have lifter3 but just not 1 and 2. Its kind of true...
