not many thane toa templates around.

Personally i wouldnt bother helping someone that didnt even post the things/templates he's been doing so far. Or some items/artifacts he had, maybe his spec, some requirements for some +str (or whatever). Giving us nothing seems rather noobish to me.
Just "give me a template" isnt really the right way to go.

For your healer Id prolly drop the GoV Breastplate and go for the "Arcanium Hauberk of the Vagaries" or whatever its called - drops off Chimera ML6 end boss - I have it on my Warden - GoV best for hybrids imo and possibly ok for the SB - try and get some "Rebirth" stuff too think theres some "Blah blah sleeves of the rebirth" that are nice for healer, also theres a chain haub that Runi drops thats pretty damn nice for healer...

As for comment on your template, you need some more TOA bonuses, see if you can work in a GOV and/or Scalars, they have some very nice bonuses. Also may i recommend the Naxos quest bracer instead of Zahurs? Zahurs doesnt really give "that much" utility to your template
Thane templates are hard, theres a million things you need to look into, but i think you need to see if you can get some dex cap increase, for someone that doesnt spec 50 shield (which im guessing you dont, since you're a thane) need all the dex they can get their hands on.
And a small advice for when you're making a template, dont do gems with 28 dex and then a 19 dex gem on the next item, even it out - you use much less imbue points that way
When you have the stats you want you can do that to even out the imbue, but not until then.1 last thing, dont "ever" use gemspots for power, its utter waste, especially when you havent capped everything else
