Problem is that BT was publicly owned for so long without the necessary investment to upgrade their networks strategically for a very long time. Privately owned now they look at their share price and need to perform and simply don't want to reduce their profit margins with loarge scale investment such as massively expanding the fibre networks.

That's business, I guess.
