Latency lag

Since the last patch I am suffering terrible latency lag. At least i think its latency. The middle bubble of my in game perf metre is constantly fluctuation between green and red.

Is this an ISP problem or is it my system thats playing up?

Mine does this ever since i moved to tiscali from bt, wish i hadnt now, mine is deffo an isp problem.
