Well, its a GUI so in terms of raw functionality there isnt really much different.

But it does really look and feel like a modern UI with good drag n drop stuff. e.g. In konqueror the web browser come file browser, if you clicked on a .tgz file it would use its archiver proggy and embed that in the konqueror browser, so when u clicked on it u would be browsing the file as if it were a subdirectory. The app integration is really good.

KDE2 also comes with its own office suite, but I have not played with that yet.

konqueror is doing quite well as web browser too. One thing I really like is its ability to accept or reject cookies by domain. e.g I'm on a page with adverts it askes me if I want to accept or reject cookies from doubleclick.net say, but i can still accept all cookies from the site whose content I'm looking at, barrysworld say. you can also accept or reject on an individual cookie basis
afaik explorer and netscape cant do this.

The mem consumption is only a small bit more than kde1 about 2-3 megs maybe.

The only reason not to get it is that it is still in need of some bug squashing, but nothing serious.
